Yunnan is the most southwestern province in China, with the Tropic of Cancer running through its southern part. The province has an area of 394,000 square km, 4.1% of the nation’s total. The northern part of the province forms part of the Yunnan-Guizhou Plateau. The province borders Guangxi Zhuang Autonomous Region and Guizhou Province in the east, Sichuan Province in the north, and Tibet Autonomous Region in the northwest. It shares a border of 4,060 km with Myanmar in the west, Laos in the south, and Vietnam in the southeast. The province is drained by six major river systems.
Yunnan consists of sixteen prefecture-level cities, 16 prefecture-level divisions, 129 county-level divisions, and 1455 township-level divisions. Total population is 43.33 million (2002) and the population growth rate is 10.6. Average life expectancy is 65.1 years for males and 67.7 years for females (1995).
Yunnan is noted for a very high level of ethnic diversity. It has the highest number of ethnic groups among all provinces and autonomous regions in China. Among the country’s fifty-six recognised ethnic groups, twenty-five are found in Yunnan. Most dialects of the Chinese language spoken in Yunnan belong to the southwestern subdivision of the Mandarin group, and are therefore very similar to the dialects of neighbouring Sichuan and Guizhou provinces.
The mission of Yunnan Province’s Center for Disease Control and Prevention (YNCDC) is to serve as the center for public health information and technical guidance in Yunnan Province. YNCDC was established on 18 December 2001. It is responsible for disease control and prevention, public health technical management, health supervision and law enforcement. YNCDC, which is under the Yunnan Provincial Government, is the center for public health information and technical guidance in Yunnan Province.
YNCDC strictly emphasizes the principle of prevention first, and the strategy of giving priority to the most important areas, diseases and populations while providing services. It continuously promotes its professional and technical proficiency as well as its comprehensive program for disease prevention and control.
Now, in addition to addressing disease prevention and control, YNCDC has many additional government functions such as working out public health strategies and measures. There are six departments and twenty-two divisions in YNCDC.

GENERAL INFORMATION OF GUANGXI PROVINCE
Guangxi, one of the five autonomous regions for minority ethnic groups in China, is located in the southwest China. It neighbors four provinces of Guangdong, Hunan, Yunnan, Guizhou and borders Vietnam with eight southwest cities/counties of Napo, Jingxi, Ningmin, Longzhou, Daxin, Pingxiang, Fangchenggang and Dongxing.
Guangxi covers a land area of 236,700 square kilometers with a coastline of 1595 kilometers. It has 14 prefectures, 113 counties/cities and a total population of 49.3 million including 12 ethnic groups Zhuang, Han, Yao, Miao and etc.
Guangxi Center for Disease Control and Prevention (GXCDC), a non-profit governmental institution, is a functioning provincial center of disease prevention and control, epidemics information collection and dissemination, emergency preparedness and response, health testing and evaluation, health education and promotion, as well as scientific research and application, technical assistance, and service provision. Its main responsibility is to prevent and control the 37 legally notifiable infectious diseases, other communicable, parasitic, endemic and chronic diseases, and health threats.
Taking advantage of the Governmental Human Resources Project, it has cultivated and established an innovative, dedicated and competent chief professional experts team specialized in 7 areas of bacteriology, virology, parasitology, EPI, health testing, chronic disease and clinical vaccine research. This mechanism has provided a powerful technical and human resource support for accelerating the public health development of Guangxi.
GXCDC consists of 9 administrative divisions, 27 academic divisions and 1 technical development department. It has 438 staff members, including 383 professionals, among whom 24.02% have senior professional titles and 33.42% intermediate titles. Eight people have obtained or are pursuing Doctoral degrees; seventy-one have education at and above postgraduate levels, making up around 1/5 of the total professionals.
GXCDC has made remarkable achievements in capacity building over the past years. It took lead to pass the certification of the China Metrology Accreditation and the China National Accreditation Board for Laboratories, thus being capable of conducting tests and producing test reports recognized by more than 50 countries. It is, moreover, accredited to carry out 16 tests by the certification bodies, including WHO, MOH, China CDC, Guangxi Health Department, Guangxi Construction Department and Guangxi Committee for Medical Experimental Animals. It has become an authoritative laboratory base on disease control and testing of health related products.
